Growth in Building Permits for Apartment Blocks in Germany, July 2025

In July 2025, Germany recorded a 30% increase in building permits for apartment blocks compared with the same month in the previous year. The data, published by the Federal Statistics Office, marks a shift in construction activity after two years of pressure from high interest rates and rising material costs. 

The number of permits issued in July 2025 was significantly higher than in July 2024, when approvals were at a low level. This growth is among the most notable since early 2023, a period when the residential construction market experienced a downturn. 

The statistics indicate a gradual revival of developer activity amid the persistent housing shortage. However, the overall volume of construction remains below the targets set by the federal government. The increase is driven primarily by apartment block projects, while single-family housing continues to show weaker dynamics. 

Economists note that the total number of permits in the first half of 2025 has not yet reached the level required to offset the housing shortage in Germany’s major cities. 

Thus, the 30% year-on-year increase in July is viewed as a localized improvement in the multi-family housing sector, suggesting gradual stabilization after a prolonged slowdown in activity. 

Commentary from M24 SunShine Investment Division:

The 30% increase in July permits largely reflects a low base effect from the previous year. Despite this improvement, overall construction volumes remain far below government targets. The single-family housing segment is still stagnant, limiting the potential for a broad recovery. Without a sustained trend in year-end statistics, it is too early to call this a structural turnaround.
