Increase in Commercial Property Taxes in the UK and Its Impact on Retail Real Estate

The UK government is considering changes to the business rates system, which could lead to higher tax burdens on commercial properties valued at over £500,000 (approximately $677,300). 

According to information published by Reuters, the Treasury is planning to introduce a tiered rate structure, imposing higher taxes on large retail premises. The measure is intended to help finance tax relief programs for small businesses in the retail and hospitality sectors. 

The British Retail Consortium (BRC) estimates that the proposed reform could threaten the operation of around 400 major retail outlets, including supermarkets, department stores, and chain retailers. The organization warns that higher tax expenses could lead to store closures and job losses across the sector. 

Details of the new tax structure are expected to be included in the national budget draft, scheduled for publication on 26 November 2025. Discussions are ongoing between the Treasury, industry associations, and retail property owners. 

The increase in commercial property taxes will become one of the key elements of the 2026 fiscal policy. Funds raised from higher rates on large commercial properties are expected to be redirected toward subsidizing small and medium-sized enterprises. 

Reuters notes that the final parameters of the reform will be determined after consultations with business representatives and parliamentary approval of the budget.

The planned increase in commercial property taxes for large retail assets may intensify pressure on the retail sector, which is already facing rising operating costs and weakening consumer demand. For chain retailers, the additional tax burden could make certain locations economically unviable, potentially leading to store closures and an increase in vacancy rates in retail real estate. In the long term, this policy may undermine the sustainability of large-format retail operations.
