Saudi Arabia’s Public Investment Fund Invests in Major Manhattan Project

In mid-2025, Saudi Arabia’s Public Investment Fund (PIF) invested in a major development project in the heart of Manhattan. According to The Wall Street Journal, the fund acquired a stake in the construction of a high-rise office tower located at 520 Fifth Avenue.

The land acquisition was valued at $600 million, while the total cost of the development is estimated at $1 billion. The building will be a mixed-use property comprising office and retail spaces, as well as residential apartments.

PIF entered the project in partnership with U.S.-based developer Rabina. The deal reflects a renewed interest by foreign investors in high-budget commercial real estate projects in New York, despite ongoing pressure on the office market segment.

The project is financed through a combination of debt and direct equity investment by PIF. Specific details on the deal structure and risk allocation have not been disclosed.

PIF’s investment in the Fifth Avenue property is one of the largest transactions involving Middle Eastern capital in New York real estate in recent years. The fund’s involvement aligns with its long-term strategy to globally diversify its assets in real estate and infrastructure.

Despite the scale of the transaction, PIF’s participation in the Fifth Avenue project raises questions given the current state of the New York office market. High vacancy rates and uncertainty about future office demand may affect the project’s returns. In addition, the lack of transparency in the deal structure complicates risk assessment. The investment may be more strategically or politically motivated than economically driven.
